The state of Orissa is an emerging industrial state where industries based on its vast mineral resources have been highlighted. With a large knowledge based human resource, the foundation for information Technology has already been laid. Its natural resources also provide a base for biological sciences.
Despite the above overall impressive scenario, it does not cover many of the marginalized groups such as persons with disabilities. Though the state has been trying to improve their status through schemes such as Mission Khsyamata, it does not give persons with disabilities the scope to a life with self esteem by utilizing their disabilities. The status of persons with disabilities is undermined by the social structures which limit their access to education and work. To overcome this, interventions are needed to build their capacity. The overall strategy for capacity building in education is providing scientific measures for improving their literacy levels and skills.
The core activities will be multi disciplinary to cater to the challenging needs of not only the present times but also the future. Capacity building of persons with disabilities through education research and training. The cross cutting focus in each of the activities to be undertaken would be women and tribal persons with disabilities and their issues. The specific core activities of the university would be:-
